Chantal Homier is a bilingual arbitrator with over 20 years of experience in labour and employment law, human rights, industrial relations, and alternative dispute resolution (ADR).
She is the founder of Homier Arbitration & Mediation, a specialized practice offering grievance and interest arbitration, mediation, and workplace investigations. Her work is guided by a commitment to fairness, respect, and efficiency.

I bring a practical approach to conflict focused on finding fair, workable solutions, even in the most complex or emotionally charged disputes. Whether through arbitration, med-arb, or mediation my goal is to resolve workplace issues with clarity, respect, and efficiency.

Chantal’s legal career spans the full spectrum of labour relations litigation, mediation, policy development, and leadership roles in both the federal and provincial sectors, public and private. Her extensive experience allows her to bring a practical, balanced, and impartial lens to every matter.
Adjudication and Mediation
For a decade, Chantal served as a full-time Board member with the Federal Public Sector Labour Relations and Employment Board (FPSLREB). There, she adjudicated complex labour grievances, collective agreement interpretations, unfair labour practice complaints, human rights matters and staffing complaints. She also led successful mediation initiatives that resolved hundreds of disputes without the need for formal hearings. Through this work, she became a recognized expert in fostering sound labour relations and managing fair, efficient proceedings.
Chantal has deep experience in managing all aspects of hearings from pre-hearing conferences and procedural motions to complex evidentiary issues and decisions.
Litigation and Conflict Resolution
Earlier in her career, Chantal held senior legal and leadership roles at one of Canada’s largest unions and practiced in private firms, where she represented both employers and unions in grievance arbitrations, interest arbitrations, human rights matters, and employment law. She also provided strategic advice on all aspects of collective bargaining, including lawful union activities, strikes, and work stoppages.
She has appeared before numerous administrative tribunals and courts, including the Human Rights Tribunal, Federal Court, and Ontario Superior Court representing employers, unions, and employees. This breadth of perspective gives her a rare ability to understand all sides of workplace conflict.

Professional Development & Memberships
Chantal is a full-time member of the Ontario Labour Management Arbitrator’s Association (OLMAA) and the Alternative Dispute Resolution Institute of Canada and Ontario (ADRIC/ADRIO) and is currently in the process of obtaining both the Qualified Arbitrator (Q.Arb) and Qualified Mediator (Q.Med) designations. She has completed the Workplace Investigation Fundamentals course with Rubin Thomlinson LLP, further strengthening her ability to conduct fair, thorough, and trauma-informed investigations. She is also a member of the Association des juristes d’expression française de l’Ontario (AJEFO), the Council of Canadian Administrative Tribunals (CCAT), the Canadian Institute for the Administration of Justice (CIAJ) and the Society of Ontario Adjudicators and Regulators (SOAR), reflecting her ongoing commitment to excellence in administrative justice and dispute resolution.
